* lisp/emacs-lisp/smie.el (smie-rule-parent): Fix opener-test.
* lisp/progmodes/ruby-mode.el (ruby-smie-rules):
Remove corresponding workaround.  Fix indentation rule of ";" so it
also applies when ";" is the parent.
